This is one state that has not altered any of their betting laws at this time. While online sports betting is popular in bordering states, Minnesota is still not on board. Sports betting remains prohibited in the state, both at retail locations as well as online casinos and betting sites.

Sports betting is illegal in California. There are no legal online betting sites or retail sportsbooks. There have been attempts to authorize sports betting, but none have been successful. The earliest progress could be made on California sports betting is 2024.

Missouri hasn't legalized online sports betting yet, but it could be coming to the state soon. In May 2024, Missouri's Secretary of State received over 340,000 signatures to put a sports betting initiative on the November ballot. If approved, sports betting could arrive in the state as early as 2025.

Because sports betting is not legal in this state under current law, no specific regulatory structure is in place to oversee sports betting. Currently, separate agencies established under separate chapters of law regulate each of the three legal forms of gambling (lawful gambling, the state lottery, and horse racing).
