For the fourth straight year, the push to legalize sports betting died in the Georgia legislature this year. North Carolina launched in March and is all but certain to be the final state to launch sports betting in 2024. The next sports betting launch may not occur until Q2 of 2025 at the earliest.

The states where sports betting remains illegal are Alabama, Alaska, California, Georgia, Hawaii, Idaho, Minnesota, Missouri, Oklahoma, South Carolina, Texas and Utah. California and Texas, the nation's two most populous states, would be the biggest prizes for sports bettors.
